The team is asking for coaching. The last plan was thin. Head of people ops is an open req with a target hire date still in front of you. Someone wants the wide program to start now so the ask does not go cold. There is no internal operator who will still own the week after kickoff.

Stay on that empty chair. This is not a CHRO first hundred days. This is not a CEO-transition roadmap. This is not a stalled list that never launched, not an L&D-of-one manifesto, and not a staff-PM hours worksheet. The operator job is a launch gate: hold, or narrowly pilot, unless an accountable interim owner can carry the work.

Demand is not an owner. Launching without accountable ownership raises the risk that a program becomes orphaned in flight.


The Chair

The chair is an open req.

Operator pattern, not a cited sample. A company is recruiting a head of people ops and prefers not to implement a major people initiative until that leader is in the chair. The hire has a date on a slide. The program does not have an owner. That preference is a judgment, not a maturity score, and not an FTE model we will invent.

The Pressure

The team is already asking.

Requests make the hold feel cruel. People want a coach. A previous plan sat in a folder and was not well thought through. The instinct is to say yes at company scale so the energy does not die. That is how you inherit a live program with nobody to run exceptions, sponsor check-ins, or the first bad week.

A named list that was interviewed and then never progressed is a different stuck (the stalled leadership initiative). The Stopgap

When a small pilot makes sense.

Boon operator option: a small pilot can keep the ask from going unanswered without pretending you have permanent People ownership. One or two employees is an illustrative size, not a universal requirement. Any pilot needs a named interim owner, a review date tied to the hire, and comms that do not sound like a company program. Name the owner or name the hold

If head of people is an open req, write the hold in the same sentence as the hire date. A launch that cannot point at a person who will still be there next quarter is already orphaned.

A small pilot can be an honest stopgap

Boon operator option: a bounded room can test the work without pretending you have a permanent operator. The right size and whether to pilot at all depend on capacity, risk, and the handoff plan.

Do not let demand write the invite week

Requests are information. They are not a sponsor. Week-zero booking ops start after someone owns the week. An offsite slide that says we will launch while recruiting is not a gate.

A business case can wait for a sponsor who will still be there (the business case for coaching). Grow can be the manager room the new owner opens. Do not open it into a vacant chair because the team asked this month.

What good looks like. The wide invite is dated after the hire, or the live room is deliberately bounded with a review date. Someone can name the operator. If the only change is a softer promise that "people ops will catch it," you still launched into an empty seat.

Hold the launch until a person owns the week.

Should you launch coaching while the head of people role is empty?
